AFoCR Director Barbara Gibian is managing Director and General Counsel for the Taher Investment Group, a successful privately held international investment group specializing in competitive, challenging and unstable markets. With offices in Jordan, Dubai, Afghanistan, Romania, Vietnam and the United States, TaherInvest is known for greenfield project development and the restructuring of failing businesses, particularly in the least developed regions of the world most in need of investment. Responsible for managing legal and project development activities throughout the organization to meet company and group objectives. Demonstrates effective leadership skills and superior ability to interact with clients, staff, senior management and boards of various nationalities.
Ms. Gibian also served as Associate General Counsel for the Overseas Private Investment Corporation (OPIC), an independent agency of the U.S. government which assists U.S. businesses to invest overseas, fosters economic development in new and emerging markets, complements the private sector in managing risks associated with foreign direct investment, and supports U.S. foreign policy. Management responsibility for legal aspects of financial products and political risk insurance in support of new and expanding business enterprises in more than 150 countries worldwide.
Ms. Gibian is a graduate of Hamline University in St. Paul and received her J.D. from Georgetown University.
Ms. Gibian has served on the boards of a number of companies and organizations, including Quatron Steel Company JSC, SVU Washington DC, Sidwell Friends School, Sandy Spring Museum, Sandy Spring Friends School, and Friends Committee on National Legislation
